Bradford's joint chairman Mark Lawn empathises with Leeds counterpart Ken Bates but does not think the game's authorities will ever deduct points from clubs found guilty of illegally poaching young players.
Leeds have called for the measures despite receiving compensation from Everton for teenage defender Luke Garbutt that could rise to £1.5million, claiming they will still lose out after nurturing the England youth international for the last eight years.
Lawn, whose club received £800,000 in sell-on clauses from Leeds following Fabian Delph's summer switch to Aston Villa, said: "I understand Ken's frustration. There's another lad loaned out at Carlisle now (Tom Taiwo) that Leeds got a lot of money from Chelsea for, but he could be playing in Ken's first team."
He added: "I don't know whether Ken would prefer the money or a first-team player, but from a personal point of view I would rather have that lad coming through the ranks.
"Sometimes the agents don't advise these youngsters right. We've had it with quite a few here. I wouldn't want to stop our players being able to progress to those clubs but if they are going to be good enough, they will be good enough when they are playing for our first team to attract that interest."
Lawn added: "But I don't see a points deduction coming in. It's a bit like the 'bring back hanging' debate, it will never happen. Maybe it would be better if there was a standard compensation package. Say these clubs had to pay £1million for each player, or a further £100,000 for every year of development."
