The Spanish star has a buy out clause in his contract worth around €30 million, which will not be enough to fend off City's interest in the player.
Liverpool were also interested in signing Martinez last summer after selling Xabi Alonso to Real Madrid but the rumors eventually fizzled out.
Martinez signed for Athletic de Bilbao for €6 million in 2006 when he was just 17-year-old and despite never playing a first team match.
The midfielder has since made 13 appearances for Spain U21’s scoring one goal.
